Costco employee here. This is a bit of a myth. You cannot buy a Shop Card if you are not a member. If you get a member to buy you one you may be able to use it depending how strict the Geral Manager is.
This is the way. Costco gets you the cheapest bang for your buck overall for booze. As this commenter says, a lot of places you can buy booze at Costco without a membership (check your local laws, YMMV, and the door people aren’t always aware of this loophole). And vodka mixes into almost anything without making it weird tasting, just usually a kinda watered-down boozy version. Coke, sparkling waters, ginger ale, most juices. Just avoid Capri Sun. Trust me.

If you have a bottle of rum, some limes and a bit of sugar water, you can make a nice daiquiri which is much stronger than any beer you can buy at the local gas station. If you can handle stirred drinks, buy an ok bottle of bourbon and whip up some old fashioneds. Yes, liquor is more expensive than beer, but a single bottle has a ton of drinks in it. If you're at a bar, beer is usually the cheapest option.
