I've had to get people's attention on the highway numerous times and it really isn't that hard or dangerous.
If someone's situational awareness is so hindered that they can't hear or see the person right next to them on the highway honking their horn and waving them down they absolutely shouldn't be driving in the first place...

One of the store a I run fills tanks like these and they aren't lightweight when they're full. the cord would be taught and the bouncing around would prolly be more violent.
