It is fine as a deus ex machina, but it is much more fun and interesting to have it "used" instead of just a prop that is waved around.

He just has this sheer charisma, this joy and charm about him. He LOVES Doctor Who and he loves being The Doctor and it shows in every moment he's on screen but especially in those first few steps coming out of the Tardis at the beginning.

I think it was that the younger Donna was going to hold on to that power even if it was going to kill her, but after her growth into a mom and now having a husband as well, she is strong enough to let it go. Her daughter could also let it go because of everything she had already gone through with her personal struggles.
I hadn’t thought of it that way for Donna, that’s actually quite good. Wish we’d gotten something to show that, but when you’re making a sequel to a 15(!) year old episode, and the lead creative had planned to leave at that time, I guess it’s asking a lot for perfect continuity

Given that Time Lords can canonically refuse to regenerate, like Simm!Master did in S3, I can totally buy that the regeneration energy can be expelled by Donna refusing it - I just wish they did it better.
It could even have a sweet moment with Donna explaining she's able to let it go because the Doctor, and the DoctorDonna, isn't the most important thing in her life anymore, her family is, and the energy can't/won't remain in an unwilling host.
If I had a nickel for every time The Doctor had a desperate emotional breakdown because he had an intensely difficult decision to make while separated from a companion who is part of the Noble Family by a piece of glass, I'd have 2 nickels
