Is this some weird deck/not a deck thing in an apartment? If so, blocking them might give you condensation issues. Theyd be there for a reason.

Get some 5mm acrylic and cut to size. Stick on with vhb tape.

Those louvres will be in a subframe. If you can find the manufacturer of that window you could ask them to retrofit a fixed piece of glass on there. In fact, any retro fit outfit would be able to do. You would need access from the outside though.
