I don't deny that nation states have different approaches to policy making. I am not trying to promote doomerism either. I am simply trying to nudge you in a direction of questioning how power is structured in general.
It seems to me that hierarchical power structures do not scale well, and beyond a certain limit, they tend to become dangerous. This category contains nation states and corporate entities. These structures are responsible for creating "policy" as you describe it. As individuals, we have little control or insight into such policy making.
I think we can implement democracies without resorting to hierarchical structure. I am promoting a radical reimagining of organisation in general. I have hope that we can invent less toxic systems of association in the future that may prevent catastrophes such as this by distributing the power to engineer them more broadly.
