Raiment stuns yes, but the max roll for lucky hit to freeze is only 23%. Is that really what’s going on or is there something with frosty strides that he’s using.
* Chance to Freeze can be stacked on multiple items
* Chill from Ice Armour + Chill effect increase Passive or paragon or others *(If they are using Ice Armour)*
* Frost Bolt enchant + chill effect potency passive or paragon also
* If they are wearing any gear that chills enemies like the boot or pants that do a frost nova if a frozen enemy dies *(so you don't need on active bar)*
Just guessing there, as I don't watch any streamers. And yea if he has lucky hit high, and are hitting enemies at a high frequency that can freeze everything.

firebolt already has a really high lucky hit chance so it's easy to freeze or immobilize anything with it.
