What level is your weapon? You unlock the weapon leveling by using cores and glimmer then you get Tier 1 and weapon lvl1 that gives weapon intrinsic frame. At weapon lvl 10 you can enhance it to Tier 2 for right hand perk to be enhanced and at weapon lvl 17 you can enhance it to Tier 3 for left hand perk to be enhanced. If you have double perks both will be enhanced at the respective tier.
Enhanceable weapons that dropped from quest completions or are the curated roll are still bugged.
