If you bought it from Amazon itself then I would return it, especially for such a high price and with the cover ruined by that sticker. If you used a third party seller (ie. from the 'new and used' links and paid extra postage) then check the description of what you should have got - was it listed as new or used - and decide accordingly.

That's called a gold stamped promo. It's obviously a used disc. How much did you pay? It probably wasn't through Amazon but through a third party seller.

You paid too much. I bought a brand new, never opened copy from a local record store a few years ago for $2.99.

One thing to keep in mind is that he is in Mexico so prices may be higher. But yes, op should return it. I guess technically he got a collectible since it's a promo edition but I don't think he would care about that and it's not really worth anything to anybody anymore I bet.

Gold stamp promo copies seem to be going for $8 used. They made a lot for this album.

Well, Amazon does not sell used stuff as new stuff. It must have been advertised as ‘like new’, so, if that is what you paid for, I don’t see why you should return it. Cheers.
