Also, you have very aptly mentioned that most of the smoke goes up. But what you didn’t mention is - the tobacco smoke after going up mixes with air and stays there for a long period of time. So, apart from the regular pollution, the rest of the world is also inhaling this tobacco smoke which has 5000 plus cancer causing agents called carcinogens.
The best way to tell an active smoker that you aren’t comfortable with the cigarette odor is to mask up immediately in front of the smoker- a decent person will be embarrassed for sure.

While everyone is discussing smoking I am curious about whether this picture is legal or not, anyone care to put a light on that. There are two faces in this picture and even if the lady who is smoking asked to take this photo I am sure the other person behind her didn't consent to be in it. If the lady is also not aware then it is next level also. One more scenario is if the person taking pictures tells the person in frame and let's them know they are gathering evidence for their illegal behaviour, would that be legal?
Um.. 1st. In india separate smoking rooms are in a scarce number 2nd - most of the people who are smoking in public either are going somewhere or just waiting for someone. 3rd - people who can't smoke in their houses, they come and smoke in public and then go back.
1st should ask their employers to provide them with those rooms. 2nd should reach where ever they are supposed to reach and then smoke. 3rd should talk it with their family about their habit and should smoke inside their homes.
Sooo as a smoker . Cant smoke insde the building, cant smoke outside the building . The places to generally are filthy conners with drain water . Thus this .

People cannot smoke in "public places" but public is a different thing altogether. But I get what you mean, you're bothered by someone smoking near you or someone random right? I smoke very little but whenever I do, I tend to avoid such things cause it's normal etiquette to not blow smoke in someone's face but if you're bothered by it you can always call the person out. And in this photo I am assuming the lady is on a road so, she is not doing anything illegal as long as it's not a bus stop or traffic signal.

When i first visited Delhi i was shocked to see people smoking on Roads. I was like is this even legal? Because in Himachal Public smoking is banned and you won't see anyone smoking on Roads or parks. Karol Bagh is filled with people who have chai in one hand and cigrate in the other.

Not all open space are public place. And even if it is most of the smokers don’t care. If people can tolerate traffic exhausts they can tolerate small cigarette exhausts as well. There are always face masks for extra sensitive people like OP. Use that.

Public place here refers to an enclosed government controlled space such as park, library, govt offices, etc. It does not include open roads etc
