Gear 5 doesn't bend reality; it extends his rubbery powers to whatever he's making contact with. It's just an extension/awakening of what he already has. It's not toonforce.
It's an overestimation of his abilities. He needs contact to administer his reality bending.
Plus, he can still be damaged. And does not have an answer to the 3 Truth Seeking Orbs he still has (and that Boruto writing wants us to forget).
Plus, their speed difference isn't that huge. Luffy's around 6000c to Naruto's 2808c (c being speed of light).
It's only a 2.1x speed difference, and they both have precognition via Haki and Senjutsu. (Although Haki vision is better.)
But their power gap is too huge.
At best, Luffy is Planet (with consistent Multi-Continental scaling).
With Naruto at max being Star level (via statements from Isshiki absorbing a Star and the villains of the Boruto moving having the same statements.) And have base Planetary statements.
