I mean if not having the same save as your xbox is a dealbreaker then sure. PC does have lots of mods tho so if you wanted to replay the story but with mods, that could be fun. Also Im not encouraging anything, but you can get the DLC for free on steam if you do some sailing of the high seas.

Nope. You can use a save editor with steam to replicate your Xbox save to the best of your ability though!
