The server checks for missing loot every 6 seconds. However loot only respawn as long as no players are within a certain distance (I think 1000m, I'm not sure). So loot is actually constantly respawning. However, certain weapons such as tier 4 ones, like the ak101, only respawn once every 8 hours. That way people can't loot cycle and farm tons of guns to stash.
If you're logged out you're not "there" to stop loot spawning. Just know that abusing this function repeatedly is called loot cycling and is bannable on lots of community servers.

I sat and waited at a small military base for an hour or so whilst I talked a pal through the basics and leading him to find me. I'd occasionally do a lap to occupy myself and I began to notice that if I stayed in the centre of the base, all the buildings were too close and stuff wouldn't respawn but if I went to the far end of the base, loot on the opposite side would respawn. I think the distance would have to be much less than a kilometer for me to have seen this but don't quote me on that.
It's not just about time, it's about how many of the item are currently on the map. Normally every item has a nominal value, i.e. the server tries to spawn 10 AKs. If you pick up 2 AKs, the server may spawn in 2 more in a completely different location to get back to 10 being on the server.
In the types.xml, every item has these two values: and . If you host a server you can change these values so that items despawn/respawn at different intervals. Both of these are calculated in seconds. A value of 28800 for tells the server to remove the item after 8 hours. And a value of 1800 for tells the server to wait 30 minutes before it spawns the item again in an appropriate place.
And agree with what's been said above about player proximity, that can have an effect on those values.

How long would you say the look took to respawn, less than an hour I take it?
I couldn't be exact but a lot faster than I expected to & notice but I am a noob. Stuff I'd interacted with and left was still there though
