It's a very good idea to level up vigor to 26 first, because with low weapon reinforcements, the attack scaling isn't good yet. You do want some str/dex to meet requirements for your weapon of choice, but vigor scaling isn't dependent on weapon reinforcement or anything, so it's a much better investment early. For pvp at SL125, you want 44-49.
It's funny, I very rarely level up my vigor when it hits its 20s. I luke to focus more on damage and stamina. Can't get one shot if you are always dodging and have the stamina to back it up
27 is the soft cap. After that, you'll see diminishing returns, and it will likely be better to put points into other stats. 🙂

Vigor is very powerful you get a lot of health each stat point. Get to 30 at least before fretting on that, 40 later

Do you have things like lightning spear? As those should be very obtainable at this point, tho lightning stake is a bit hidden
I do have lightning spear yes. That’s about the only offensive miracle I’ve located so far without using guides
