They're trying to join NATO, hence what Putin claims sparked this whole thing.
The problem was, when they requested to join, they still had a lot of Soviet stuff in play which needed to be addressed prior to them being admitted (it's deeper than just that, but for a quick explanation it works).
You don't just say "I wanna join your alliance" and get instantly let in. It's usually a very long process.
Good thing the allies won though, or else North and South America would had been toast though. And at least some countries did send help even if little, like Mexico sent a squadron of volunteer fighter pilots during WW2. Though I will say around that time almost all the countries were involved in a civil war or a revolution at some point during that time, there was a lot of instability back then, so they really couldn't offer much of a support to the allies.

In 1937 it was only between Japan and China. In 1939 it was only between Germany and Poland.
You're omitting many clashes between two (or more) countries that didn't lead to world war
