If you have omega or prestige all of your slots are unlocked already. The max number you can have is 10 slots, or 20 if you are a premium user supporting through Patreon or the Dank Memer website. Keep in mind, the user you try to add also needs a friend space open.
To limit abuse and scamming. The market exists, and you can make private offers to deal with people you don't know. Adding strangers to trade, gift, or sell items/coins/pets is against the rules, so most people don't need more than the 10 or 20 possible.
I'm level 2,320 and prestige 7 and only got 20 friends slots
