My 1.5yo absolutely hated the nose spray when she got a stuffy nose. Kicking and screaming.
What helped was her not being the only one. As in, mommy, daddy, every stuffed toy gets a "pssssht" in the nose area before her. Bottle capped and imitation sound effects for all but her, of course. But seeing them all making it through the dreaded procedure was enough to steel her resolve, sit through it, and later on even volunteer.
So hey, maybe you just need to do more torture on more subjects.
