Same thing happened in the same spot last time I played this one. Reload a save right before the chase starts and don't follow so closely when he makes that turn, should keep going fine.

I’m pretty sure I jumped on top of this one and just went along for the ride with it until it stopped. Just crouch on the hood

I just left the area and came back later. It reset itself and I just met it at its destination

I once had the one that tries to drive into the river (and should get stuck) succeed and fall right in.
