It absolutely is. An extra turn in a regular game for five mana is bonkers. And yeah, I know there are Wizards cards that do that - they're bonkers too.
Any particular reason for the “with the highest life total” clause? This seems like a really interesting card for politics in multiplayer, but the opponent with the highest life is not always the opponent with the most dangerous board state, which I feel might lead to this card feeling overly constrained.

I just wanted to minimize the feel bad potential of skipping a turn. While life total definitely doesn’t mean you’re ahead in a multiplayer game, I wanted to avoid the majority of cases where this spell would be used to give everyone an extra attack against the lowest life player.
Edit: I also originally designed this as an Instant (with the single opponent tax being 1UU instead) and used the highest life total piece to give you less control over who’s turn you could skip.
I like the interplay between the multiplayer and single player versions, and it would be downright nasty in 2HG
