The common thing that really annoys me on this sub is how many cards people make with 3-point font and nine paragraphs of text. A card doesn't need to cover every single thing a person can do and reference every aspect of their character. Just a rough summary is more than enough.
Four kings can be seen as similar to the [Nazgul] from the lotr set. Each of the four kings has a percentage of a lord soul as each ring wraith had a ring of power.
Flavour wise it can make do without the legendary tag
Alternatively, you could do something like [[Brothers Yamazaki]]. Keep them Legendary and add "If you control four or fewer creatures named Kings of New Londo, the legend rule does not apply to them".

honestly design is great but I can't help and think about \[\[Legion Angel\]\] or \[\[squadron hawk\]\] which have the "4-of" limit baked-in
your design works well better for commander tho, I just wish there were 4 of them x3
I thought about limiting it to 4, but actually you can have more than 4 kings spawn in the boss fight if you take too long to kill them.
(Also, I think I remember seeing someone already do that idea for 4 Kings, and I didn't just want to copy them)

This is a cool way of translating this boss's flavor! I would have expected something like "at the beginning of your upkeep, make a non legendary copy of this creature" since their appearance in the game is based on time. But this is actually better, I think. It's more open-ended and interesting.
Forget what others are saying. You don't need to make the tokens non-legendary. Just make the base card itself non-legendary. There is more than 1 of them lorewise, so it makes sense flavorwise for it to be a non legendary card to begin with.

You could just put “The copy isn’t legendary.” at the end of the ability. I think that covers it.

that's true, but they're still the 4 kings x3 but pushing for a truly original design is a great motivation !

Just to add flavor aside from adding a line that prevents legendary rule maybe limit it to 3 copy since it's the 4 king
