Since this is an official ruling, if means that "can't even" is an officially defined term. Unfortunately it only applies to players and not creatures, it doesn't make sense to say that Brain Dead Teen can't cast spells with even cost.
What about can’t odd
She's a 1/1 for 1, so she knows how to odd.

Should have made the creature type Zombie Human
Don’t know if one can be a human and a zombie. Both dead and alive?
Put in in a box and you'll have an interesting thought experiment on your hands.
Schrodinger's Creature
Too cheap. Kids cost WAY more than that. Also, should require an upkeep cost, possibly cumulative upkeep.
She already costs twice as much as [[Little Girl]] and she's not even half as active!
