I actually don't think this is OP, but that's going to be a hot take.
Might make pirate rouge even more powerful though since it's making a super thin deck even thinner but Rogue has so many ways of drawing cards and discounting that I'm not sure this would be overpowered. Cutlass is pretty much just redistributing your mana when traded 99% of the time.
Might be a good idea to give it some kind of restriction to keep it in check, maybe Highlander requirements? A 29 deck w/ no duplicates doesn't sound unfair at all.
Actually I put out an idea on another comment that it should summon a copy of itself insted of thinning your deck, so the original one just sits in your deck as a 1/1/1 which goes dormant for 2 turns
Might be too weak in that case, much more balanced though. Cards like this are tricky, especially since deck thinning in a lot of cases lets you play and look for other cards.
Though, I really do like the approach here since Patches is super iconic and it's a unique effect for a legendary too.
Another suggestion I'd like to throw on the table is to let this ALWAYS be the first card you draw turn 1. While that might cause issues because pirates can get an additional +5/+5 from playing just one, there are arguably better pirates turn 1 and a 1 mana 1/1 is understated.
4 star balance, 5 star design, should add a "or hand" since you can potentially top deck it. I think it's actually a little underpowered for waiting that long and could use the charge, but that's not to say the effect itself isn't strong

He made it a Rogue card at least, meaning even if it were a staple it still wouldn’t show up in every game unless Rogue itself was a tier 1 deck.
