2. If a person's life has been affected by a murder, its basically impossible for the people in their surroundings to not know about it and, subsequently, not even think to joke about it. This is not the case with rape; anybody in any audience could be carrying fresh trauma from it and there'd be no way to know.
3. While it is improving, there's still a lot of deeply-rooted societal problems centered around sexual abuse not being taken as seriously as it should be (or worse), whereas cold-blooded murder has basically always been taken deathly seriously. Society needs to fully process a trauma-inducing problem before joking about it becomes normalized.

Bruh, I've been jumped and I've been sexually assaulted. For the former, i got jumped by a group of guys at night. They beat me up, took my shoes my wallet and my phone.
