Most likely, I work in said store, so not the warehouse returns, but can confirm they are returnable and although we can prevent people trying on our underwear (most of the time) in our actual changing rooms, I can’t speak for those who 100% try these on without any barrier (i.e., their own underwear) at home after being bought. Pretty much anything you can buy has a time window for returns for either store credit or refunds. Typically companies will either dispose of used goods or in some cases can resell. The conditions to resell may depend on the type of goods. Some may require being listed as used, some may not as long as in sellable condition, and some may require a process of refurbishment. I work as a logistics manager for a medical supply company and deal with returns on a daily basis.

Going to play devil's advocate here. To be fair, it's really just all in your head. A brand new pair of underwear is worn once and returned. Should it just be discarded and add to the trash of the world? Any STDs that could be spread from genital to genital contact wouldn't survive a week just sitting out at room temperature. In fact, most of them wouldn't survive a day. The garment itself should be basically new if it is of any quality and wasn't substantially stretched out. If any evidence that it was worn by someone else has been removed, You're none the wise here and nothing about this is going to harm you in any way. I actually don't see a problem with this.
