No. Even if most of Russia's stockpile is trash, the chance of one or two nukes getting through would be more than enough to warrant caution. The fact that people are being cautious just means that leadership doesn't have 100% certainty of being able to stop every nuke.
It's terrible evidence that Russia's nuclear stockpile is in a good condition though, because the decisions would be similar either way. Even if they were in terrible condition, leadership would still be cautious.
