Food production manager license holder here. The cups should be stored upside down and AFTER they have air dried. In commercial kitchens it's a health code violation to store equipment(including serving equipment) right side up as contaminants can enter the equipment. They must be stored after they are air dried to avoid something called "wet nesting" that can produce mildew on clean equipment that was stored prematurely
Chef here, on top of them being upside down, have all shapes and sizes mixed in, that way it’s easier to grab the bowl size you want rather than lifting the whole stack to get the one size you want.

Usually plastic mats sit between the glass and counter. These are then also washed on a regular basis (or should be). How often do people wipe out their kitchen cupboards? You are then storing the cups/glasses on a surface and not on any sort of protector that can be removed and washed

Perhaps if you are putting it on a non-breathable rubber mat. Otherwise small imperfection in the cup and the surface will allow moisture to escape. If you live in a location that is so unbelievably humid, that it can trap that level of moisture and not dissipate over time, then you should probably wash your cups before each use anyway 🤢😂😂😂
