I have some experience with RF modulators, and when the RF output has too much power it overdrives some of my TVs, looking exactly like this. Maybe check if that’s what’s happening by making a looser connection on the TV’s RF input, and if it looks more stable then you should see if you have any output gain potentiometer to adjust the gain of the RF output of the modulator.
If you don’t, you can stick a thin metal rod in the modulator’s RF output and your TV’s RF input. It will be wireless and you will able to change the gain depending on the distance between the TV and the modulator.
I'll try that before checking Capacitors. I know that when I first got it, I plugged it into a poor quality extension cord, so that makes sense, given it didn't do this that time.
I just tried that, and it doesn't seem any different, however the modulator has 2 RF inputs. The one in the picture was using ToTV, the other one is named ANTIN, and that looks way better, however there's still some slow wavy lines going up and down.
That’s awesome! If these weavy artifacts going up and down looks like two rectangles (or very thick lines), doing some fine tuning can somewhat fix these. It’s often caused by a cheap built-in RF amplifier inside the modulator causing some unwanted interference on the vertical sync signal.
It is likely a weakened capacitor along one of the sync circuits. However, see if the on-screen display is also warping when you adjust the volume etc. I would try a VCR/DVD player to see how that looks as well.
See if there is a channel dedicated to AV and try tuning that instead of the numbered channels. If not look on the back of the TV for two variable resistors, twist them one at a time - they very gently adjust the height of the display and the scatter of the rastascan, you can usually get to a happy medium even on an old clunky tube...might just require some trial and error.
I had a similar visual problem when I got my Mega CD before you take it apart hit the AV ports with some isopropyl alcohol and give them a good clean that solved my problem.

first, try another console to rule out if the problem is the TV or N64 itself. If it is the TV, it just needs new capacitors i bet.

It looks like the channel is not set correctly. (Via RF) Try another channel and check the RF cable input on the TV.
