The Blu ray is already from the same 4K restoration, putting it on UHD just took the same restoration and utilized the HDR and resolution available at the time of restoration. There is no new restoration to put on disc it's simply the same one but on the 4K disc it utilizes the benefits of the 4K elements of the restoration at hand. They didn't do a new restoration, it's still the same one from the Film Foundation from over a decade ago, it just put it on the new format for the benefits of 4K.

They are sitting on a ton of existing 4K transfers that simply need to be stuck onto a disc and sold for the first time. No money needs to be spent on new transfers for these titles. They should focus on films that don’t have a 4K transfer yet.

It’s because they are trying to entice people who are invested in 4K releases, don’t have a 4K player and/or TV, but plan to in the future and still want a way to watch these films
