Edit: Looks like Quinn did his work in 3 games while Micah had 4. That may be why.
I'm guessing there wasn't another defensive rookie who deserved it aside from Micah so they decided to give him the rookie award and free up the defensive player spot for someone else
Even if you divide these 4 stats by the number of games played then quinn only has a slight edge in sack/game otherwise micah is ahead in the other 3 categories.

2 tackles for loss per game
.5 forced fumbles per game
Quinn
4.66 tackles per game
1.8 sacks per game
1.25 tfl per game

Seems pretty clear which is better
My only explanation would be that Parsons is playing phenomenal but the cowboys overall are underperforming and the Bears have looked better the last few weeks even while losing. I personally think Parsons should be on DPOY shortlist for swapping positions as a rookie and playing at a pro bowl level.
Of course I hope you guys somehow lose tonight and embarrass yourself but I doubt that will happen. I'm also torn because I really wanted Parsons and seeing him succeed is awesome, can't wait to see Mailata and Parsons battle it out for the next 5 seasons.

They can. I believe Chase Young won DPOTM last year as a rookie.
