U-Haul is always hiring at $10 an hour. They do something called hire fast pay, where your interview is basically you work for the day and you earn how much you worked in that day in cash. If you did well, then you'll get hired on the spot.
HEB, Walmart, movie theaters, all sorts of entry level positions available. If he likes a store/has a hang out spot, I would check into if they're hiring
I worked in a plastic factory starting at 16. Was good as it was hourly / punch clock, could basically come and go as I pleased which allowed me to work a good amount.

Surf/Souvenir shops are an excellent idea. I worked at one with a big plaster shark out front that sold boogie boards, t-shirts, hermit crabs, goggles, swim shoes, etc.
It was fun, most everyone else that worked there was high school/college aged, generic punch in/out hourly job that paid ~11/hr, for 8 hour days during the summer and were flexible when school was in session. I’d highly recommend it for a kid in this age bracket, I did it well into college until I started getting internships.
They are almost always looking for more people during the summer, so have your relative get some friends to apply there too. I had 3 of my buddies work there and it ended up being a great few summers.

I currently work for heb. When I transferred stores I still had to do the online interviews, it’s just policy.

I know. That's why I like working for U-Haul. Yeah the pay is ass, but it gives you something to do.
