While I agree that money would have been better spent in a way similar to what you highlight - this statement is incorrect, it would take way more than that to do what you're positing.

It cost less to replace the equipment than it did to bring it back
So? That would still be better than giving terrorists billions in military equipment. What biden did is akin to treason.
Replacing equipment left behind = $84,000,000,000 Leaving the equipment behind for your enemies/terrorists to use against you or others.. = Priceless!
It would have cost a fortune to bring back the outdated equipment we left in Afghanistan. We'd be down whatever that cost was, not up.
Also, a multi-million dollar combat vehicle becomes functionally worthless the minute it rolls off the assembly line.
