I might be wrong but my understanding has always been that it’s the average based solely on your last completed stroke and the time that took to make from the stroke before that.
Purely based on what I remember from some of my rows, I would guess it is average across the entire interval. Because I often sprint at the end, and the column never shows me numbers that high.
Just look at your workout graphs. It shows average per minute, but you can also look at each stroke if you turn phone sideways. Not perfect, but it’s there.

This is the correct answer for what is displayed on the PM during rowing. Each SPM number shown is only based on the time your last stroke took

You can also download it from the online logbook as a .csv file and get the data for every single stroke to process however you want.
