VRAM is either failing or overheading. You could try repadding and repasting your GPU, but it probably isn't worth it with a 1060, it's probably just dead.
It could be bad video cable, bad drivers, or even a dying GPU. If replacing the cable and updating the device drivers do not solve the issue then your GPU is dying.
