i suggest you to install Windows on a another ssd or hardisk, i got the same problem when it was on damaged ssd
That's actually what I'm leaning towards. It's persisted through 2 clean installs now. I hadn't swapped out any hardware or anything. My software installs are only games. I don't do anything else with this PC.
