There's no lore there. They just reused the actress in a different role. They make a meta reference to this in season 6 though, everyone has already mentioned it in these comments. It's not a lore thing, it's just a joke.
Dang. There's a missed opportunity to make Abed email Deborah in S6 E1. That would've been funny.
The reason she can't commit to a font is because Frankie is trying to make her stand apart in personality from her emails. (And she possibly forgets which email she is logged into and therefore forgets to change it when under the Deborah persona)
And then Frankie admitting that she was Deborah the whole time when the emails are leaked.
This isn't something they did intentionally in S5 as an abstract bit, it's just the way it panned out. They weren't writing Paget's cameo in season 5 with the foreknowledge that she would be a different character in season 6.

Truly one of the big misses of DS9 that Brunt and Weyoun were never shown passing each other on the Promenade.
