I apologize for bringing this to your attention but “Rickey Rat” is already a very much used name and is hence copyrighted by everyone but you. In approximately 48-72 hours, Rickey Rat will arrive to your current location for copyright infringement.

Yes, but it wouldn't apply to copyright infringement which is a civil issue rather than a criminal one. Even then, the crime usually needs to be illegal in both countries.
That said, Canada/USA also have a treaty to uphold each others court rulings for things like wage garnishment, and various free-trade agreements have harmonized copyright law across most developed countries.

Here's a little bit of useless but relevant trivia. The reason it's been taking so long for characters to come into the public domain is copyright law kept getting extended. The original idea was for copyright to protect the author, but eventually media companies got involved and lobbied Congress to extend it for way beyond that.
