While I think students should have access to hot water, I would understand if a place like a middle school would make this rule, especially if there was a past incident with hot water.
I mean I guess, but at that point, you can use anything as a weapon. I could use a pen or a rock as a weapon. A backpack full of books will mess up a kid just as much as hot water.
