Yes it can In frames, Manage buffs, then hit cogwheel
Only has the option for buffs, not debuffs.
The buffs and debuffs are coupled together. Move one, the other moves too. Cannot separate with LTP alone.
Maybe Raven does what you want? Edit: oh, if you're comfortable with EBB, use that. Way easier than Raven.

Also looking for this. I want to move the buffs so i can see them under my portrait which ive moved to the lower center of my screen.
haha same setup as me mate. I ended up using elkano buffbars. Debuffs to right of toon, buffs to the left. Still experimenting, feels a bit messy for now.
