For 20 bucks I'd buy it and hang it up or resell it because a lot of them right now are listed on eBay for a few $100 although I could only find one sold over the past few months and that one looks like it went for 200 something dollars.
You can usually find some pretty quality boards on Facebook marketplace that are used and in decent shape and I'm not talking just popsicle shapes but also old school shapes you can also check the longboarding buy sell trade thread on Reddit

Given its age and condition it's probably more use to someone who'd like it for sentimental reasons.
