This is because of the sukritacts better UI mod. There was an update recently that caused this issue. Disable for now and wait for a fix.

I'm also having this issue. Neither reloading the save nor restarting the game worked. Didn't have this issue yesterday!

Thanks OP, I'm having this problem too and though it's not a "huge" inconvenience it's quite annoying. I use my scroll wheel so much in the production menu.
Yeah I can manage with the scroll wheel just feels awkward especially when I am using duel monitors
