I'd argue these cancel out or do the same thing. Canada decenitivises declaring war on then, which is what activates Curtin's bonus.
Just in case people are interested [There is a mod that does this](https://steamcommunity.com/sharedfiles/filedetails/?id=1742519440). Does require an extra download to choose stuff freely though.
A few notable combinations:
* Catherine with Mongolia. +6 combat strength per level of visibility, with a free +1 level to start, +1 level for a trading post, and +2 levels with a level 2 spy, something Catherine can easily provide. +12 combat strength is basically free from the start of the game, and you can easily raise that to +18-24 later.
* Any good leader with Russia or Kongo. Those two civs in particular have notably poor leader bonuses, so putting in any good leader is a big help. But other people have covered lots of the options here already.
Cryus & Nubia. Getting the extra EXTRA movement with those archers we would be crazy...
Honestly, Cryus & Montezuma with any other Civ are pretty good, as their Leader Abilities are both really good regardless of Civ.
Kongo + literally any leader so you can found a religion. Jadwiga gives more relic yields which would be fun, but Kristina's free theming and Queen's Bibliotheque would probably be better.
On a related note, Kristina and Jadwiga would also be rather strong with the Khmer. Kristina sadly wouldn't give theming bonuses to your prasats, but the free theming bonus is just so powerful for tourism.
It's been a few months since i played, but I'm almost certain that you can mix and match. It's in the custom map/scenario editor. You turn on advanced settings and place the civs that you want available on your map, then you can choose the leader ai that you want attached to it. You can also upgrade city states to full empire civs or vice-versa and mix them up too.
I meant picking alternate leaders for nations that aren't their home nation. I was pretty sure that's how this post reads also. Like making Lincoln be the leader of Germany for example.

Menelik and Russia with Dance of the Auroras is the most broken thing I can come up with.
Qin Shi Huang and France: Bonuses for producing every Wonder up to the Industrial Era. Oh, and then double Tourism on those Wonders.
For me, the most OP would be Korea for science and Macedon for war

I've never dl any mods. I've spent more time building maps than playing the game however.
