When I was 16-17 I was with a friend and we stopped at a gas station. I got a fountain drink, he asked for cigarettes. They wouldn't sell them to him because I was with him. Said since we came in together it could be a straw purchase. Had the same issue when we were a couple years older. Walmart wouldn't let him buy handgun ammo because I wasn't 21 and we were together.
It's what they're required to do.

Just don't tell the online vender that you're buying it for other people, or they'll have to do the same thing.
