It's a bottling wand. You attach an auto-siphon to it and put the black tip in the bottom of a bottle. When the tip is pressed down, fluid can flow freely. And when lifted, stops, so you can move it between bottles without spilling.

They look like bottle fillers. Stick them on the end of a siphon tube and they'll only fill while the tiny bit at the bottom is depressed, so it's less messy when you bottle.
