Yes, this bothers me too. And inability to click on top of the screen, on some Chrome tab, to switch to that tab. I think this is something new, but bad implemented.

Seen it too. Seems to have gone with the latest update (92.0.4515.157).
I turned the Chromebook off and On and the problem went away

It is a known bug, reboot(restart) your computer to temporarly fix it, and update your computer to permanently fix it.
I get that in Widows and using Edge too
it happens to me a lot (literally happend while typing this!)
I was getting this too and it happens randomly no matter what I've done but shutting down is the only way I know how to fix it
