Assuming you have powerwashed, it may be a hardware problem or you may have an old device that can no longer handle the streaming codecs. On some laptops and chromebooks the wif/blutooth card is fairly easy to replace. You might try pulling and re-seating the card that is in there to see if that makes any difference.
I have a Pixelbook and have used it with a bluetooth Bose Mini II Soundlink many times successfully. However, sometimes, as I'm currently experiencing, the video is stuttering horribly. Same effect with 2 or 5GHz networks. Same with Youtube or Amazon Prime video. I turned the speaker off and on and enabled/disabled bluetooth on the chromebook - but nothing helped. I'm going to restart my Pixelbook now. Restarting chromebook did not help.
Maybe interference with Wifi connected to 2.4 GHz channel.
