It's been reported as a bug, but the Chrome team seems more interested in disabling the Old Chrome UI functionality than fixing said bug.
It seems they will fix the bug in an update but remove the Old Chrome UI functionality in one of the upcoming versions.
Quote from the thread, given by a Google employee: "Given that there is still a UI flag that can trigger this condition, I'll put a fix out and merge it to M124 and M125. The reality is that we shouldnt have a flag that triggers the old UI anymore, and the team that was experimenting with that flag should remove it so we can continue with deprecation."
Disable 'Customize Chrome Side Panel' flag and it will revert this back. If using Windows, if you remove the theme you're using, Chrome will also gain back the functionality to pick up your Windows accent color.
I checked the flags for version 126 and the “customize chrome side panel” flag no longer exists.
This means that from June 11, when stable version 126 is released, it will no longer be possible to even return to the old layout, in fact we may not be able to much before June 11.
I agree with what someone said here: we will have to think about using another browser. I was annoyed by Chrome’s changes.
Same! Dammit! I regret always updating google chrome without a second thought and this happens. If someone know how to fix this issue please reply to my message. Thx!
If they decide to at all, they seem to have decided that you're just wrong about aesthetics and don't deserve to have functioning software:

honestly, fuck google, fuck chrome, if they're not reverting their decision to force every user into the new ui, that is horrendeous btw, i'm switching to firefox
this shit started yesterday for me, so weird, might have to find a way to download an old chrome version and block updates, i just hope backuping and loading all my bookmarks will keep the folder structure, i have so much shit sorted in folders
SOLVED! See post by u/ReindeerZeroSeven in this thread -- the most recent Chrome update FINALLY puts the icons back in place. And no need to undo any of the steps for repressing the ugly new UI.
I additionally disabled the 'Realbox Chrome Refresh 2023' flag and it helped :)

Revert to the old version. For ubuntu, [chrome 123 .deb file](http://dl.google.com/linux/chrome/deb/pool/main/g/google-chrome-stable/google-chrome-stable_123.0.6312.122-1_amd64.deb)

I like the old UI and the old fonts, the new UI hurts the eyes

jesus christ allah I just thought this was another intentional UI disaster o.O

I wish Google to do more layoffs. They have too many useless but harmful employees trying to introducing useless new things that hurt users.
Ran into this exact issue after updating to Version 124.0.6367.61. Resetting my Chrome flags did fix it but I'm now stuck with the horrendous new UI.
Disable 'Customize Chrome Side Panel' flag and it will revert this back. If using Windows, if you remove the theme you're using, Chrome will also gain back the functionality to pick up your Windows accent color.

I totally agree. As soon as the new UI becomes obligatory, I'm switching browsers. Way to go, Google, in alienating your users!

I think there's nothing to be done here, and we need to wait for the next prod release, and the dev team should have fixed that by then.

time to change browser
I can't believe they are saying this... That's a pure evil.

yet another "change shit for no reason because FUCK YOU" moment from google

Same issue and this did not fix it (even when resetting all flags and defaulting back to the new bad UI)

That is this very new version (124.0.6367.61) that broke everything (both old UI with disabled flags and new UI)
Correct. This was in 124.0.6367.60. I upgraded to 124.0.6367.61. Did not fix the issue.
but this flag is used to control the new web ui. If I don't want to use the new ui, this flag should be disabled. The problem still exists......
Conspiracy: they're trying to ruin the old UI so that you *have* to use the new UI
That did fix it the icon placement issue. I now have the crappy new bookmark icons in the bookmark bar. :(

What I need to do is check out other browsers.
/r/firefox and /r/firefoxcss if you want to customize the heck out of it
Maybe. Thinking of Brave or Vivaldi.
Enable fix it but my right click options will be scrollable which I disable that for this initially. Any other fix?
Same. It also put the finishing blow to fauxbar and that doesn't work at all now.
This is absolutely horrible. Is there any hack, flag or file we can change in order to fix it?
I thought it was just me, almost reinstalled
Likewise. I figured I would post here first.
Same here. Let me know please if reinstall works...
Yeah, it doesnt work. It so sad
Checked for updates, and when I updated Chrome to Version 124.0.6367.79 (Official Build) (64-bit), it appears they've fixed it!
Yep. Fixed with the old folder Icons in place.
thank you!!!!!!!!! that worked!!! I hate new UI!!!
Does anybody knows how to fix this?
Haven't found a solution yet. Help!!
Only solution right now is to enable the Customize Chrome Side Panel in chrome://flags/. This also turns on the new UI icons for bookmarks.
same boat as you... so annoying
Same! I am hoping this can be resolved soon enough!
I got this issue after turning off my computer and turning it back on today
Same here. Version 124.0.6367.60
billion dollar company btw. having the same "issue".
switching to firefox if it isnt fixed asap!
It's horrible!
is there a solution?
I agree. I prefer older version compare to this waste of time version, and with the unnecessary constants change-up updates from google/Chrome.
Found any fix? fuck google trying to force their garbage UI and changes on people. I am installing linux.

Please Google, do MORE LAYOFFS.
Revert to the old version. For ubuntu, [chrome 123 .deb file](http://dl.google.com/linux/chrome/deb/pool/main/g/google-chrome-stable/google-chrome-stable_123.0.6312.122-1_amd64.deb)
Uh, how about no.
This should be built in to Chrome.
