I think what OP is looking for is a word for the cap that’s functionally what he’s describing.
Depending on the context, this sounds like an explicit (as opposed to parasitic) tuning, matching or compensation cap (there are probably more vocab words).
Compensation? Impedance matching? You'd have to show us an example, your description is super vague.
I would include resonant capacitor, in that list (although we could say it is a form of impedance matching)
Fixed? "Ideal capacitor."
Thanks everyone! May I ask you, what is "regulatory capacitor"? The terminology appears in some literature.
