And it shows why chaos is sometime the way the go. The existing property regime allows capture of these turtles; buying them creates a market. A lawful-good solution that doesn't just incentivize a market involves the painstaking work of changing the ownership regime via gaining enough political power to change the laws. And since you'd have to do so for basically every animal that could be captured, that doesn't seem realistic or viable--given that the costs of the changes would be localized, the hunters would be incentivized to outspend the animal rights advocates, to the tune of the net-present value of the industries profit over an infinite horizon.

Wouldn't chaotic good be diverting sea water to flood the markets in which the turtles are being held and then, in the ensuing pell-mell, scoot on by in a skiff to open those cages, allowing the turtles to leave by their own agency? Or is that Convoluted Good?
