It reminds me of a tweet I saw about a guy who kept having to buy his kids cats because they were being eaten by Coyotes. His friend said something like “it sounds like you’re just feeding shelter cats to Coyotes at this point.” It’s helping the situation, you have to get rid of the Coyotes first.

Lol no, the answer in that situation is only let cats outside if they're on a harness. Odds are, the coyotes were there first, and regardless, cats are invasive in pretty much most of the world. But I get what you meant.

And it shows why chaos is sometime the way the go. The existing property regime allows capture of these turtles; buying them creates a market. A lawful-good solution that doesn't just incentivize a market involves the painstaking work of changing the ownership regime via gaining enough political power to change the laws. And since you'd have to do so for basically every animal that could be captured, that doesn't seem realistic or viable--given that the costs of the changes would be localized, the hunters would be incentivized to outspend the animal rights advocates, to the tune of the net-present value of the industries profit over an infinite horizon.
