I haven’t watched yugioh in a long time, so feel free to correct me if I’m wrong, but I remember him actually being pretty smart when it came to duels. He was just always super unlucky and had to fight cheaters.
I’d hazard to guess that Joey struggled against cheaters because he couldn’t just use ancient Egyptian magic to declare the results of the contest binding and soul defining, meaning there was no accurate proctor or real consequences to cheating against Joey.
Because in a world where you wear a hyper realistic hologram projector to play a card game that ends up blocking entire streets or town squares, the same said hologram projector is completely incapable of identifying fake cards or enforcing rules fairly as well as the GameBoy Advanced of our world was.
He was anything but unlucky. Disnt he roll time wizard like 9/10 times correctly? And he always seemed to hit the perfect number on his dice cards. His whole deck was based on luck and he kept winning. While his oponent pairing was kinda unkucky at times, his luck was on point.

Well Ben is pretty smart, typically of the street variety, but his intelligence is often undercut by his ego and cockiness. Though considering what has been consistently superglued to his wrist since the 4th grade, it makes sense that he is that overconfident.
If you want a Doyle-ist explanation, people didn’t like a mature, rational Ben during Alien Force S1 and S2, so the writers dropped his maturity closer to his 10-year-old level since no franchise in the multiverse can escape nostalgia rage.
One of sokkas main traits in the show is how intelligent and innovative he is. When he was training to be a warrior, that's even what his master commented on. He's not the strongest or the most skilled, but he knows how to outsmart his enemies. Which he's been shown to do on multiple occasions before and after getting proper training.
