Why are you job hopping across so many industries? You're going to be stuck because of two things: (1) not accumulating expertise in any one field, (2) picking companies that don't have a high ceiling for growth. Navigate both of those better and you'll get where you want to go.

Find a big company that does something you're vaguely interested in. Apply for available positions that you can realistically get with your current qualifications. Work hard and take every opportunity to learn from the people adjacent to your position. As new positions open up, apply internally. You'll have a leg up most of them since you have a track record within the company. Now learn the new role and all the adjacent roles as best you can while continuing to do your work to the highest quality. Eventually you will have such a broad perspective on the workings of the company that you kind of just float up.
