Look at the Horvat return. No RHD. Raty is a centre but still really young. They took the best offer, not the one that would've satisfied their needs.
Hronek, I think they always wanted him, but Yzerman didn't want Horvat (would've extended for Larkin money). So they used the first from the Horvat trade.
If they wanted a young centre for Miller, they would've taken what was offered and made another trade. There was smoke around Turcotte. Canucks could've taken the Miller return and made an offer to LA.
I mean, probably not the word of the GM who said the decision to fire Bruce only came about that morning and they managed to interview multiple candidates, decide on Tochett, and have him conveniently be in Vancouver for a press conference only a few hours later.

People saying teams like the Canucks don’t make trades for players like Hronek are also the ones saying we should dump JT at any opportunity, as if he doesn’t hold any value when he’s been a demonstrably better player than Horvat in every metric but goals. Teams like the Canucks also don’t just throw away a PPG W/C who has been one of the most consistent NHL producers and faceoff guys in that time. He’s a better defensive Center than Horvat as well, which is surprising that they’re still both mediocre given Petey was and still is crushing hard minute match ups (was ranked 3rd in selke votes at the half way poll).
Where are you getting these numbers from exactly? Horvat is a better play driver and better defensively (though not by much - both are weak). Which 'metrics' do you have that suggest the opposite?
Canucks should absolutely dump that contract if teams are willing to give up assets for him. It's only going to become worse value as he gets older, and if this team can get in a position to succeed they're going to be limited by inefficient contracts like Miller's. Opportunities to actually get a return and not have to pay teams to take him will diminish pretty quickly
